  1. Thanks for the concern ‘CASA’. In most cases you would be right, but the regulation just restricts flying over people not directly associated with the flight (ie. public bystanders). As this was a commercial shoot for a cruise company on a remote WA island, all the people in the image were directly associated with the flight and had given permission to be photographed.
